Minutes of Regular Meeting
August 12, 2014
The Board of Directors of the Kittitas Reclamation District met in Regular Session August 12, 2014. Directors in attendance were Chairman Larry Bland, Vice Chairman Ed Wakkuri, Paul Weaver, Urban Eberhart and Fred Schnebly. Also in attendance were Barbara Pettit, Keli Bender, Ken Hasbrouck, Roger Satnik, Kathleen Satnik, Janeice Jump, and legal Counsel Jeff Slothower.
The Agenda was approved as presented with the addition of Executive Session with a motion from Paul Weaver and seconded by Fred Schnebly. The motion passed unanimously.
The minutes of the July 8, 2014 meeting were approved with a motion from Paul Weaver and seconded by Ed Wakkuri. The motion passed unanimously.
Moving to water update Ken Hasbrouck distributed a system status report. Paul Weaver questioned the amount of water being used for fire fighting and fire suppression. Ken Hasbrouck apprised the Board he will check into the quantity of water used for fire fighting and fire suppression and Legal Counsel Jeff Slothower will check into the authority to use KRD water.
Ken Hasbrouck apprised the Board summer maintenance continues.
Moving to KCWP Kathleen Satnik distributed water quality data explaining the draft temperature TMDL for the Yakima River Tributaries is available for review and comment.
Jeff Slothower presented updated information on the status of the foreclosure process for delinquent accounts meeting the foreclosure criteria. Legal Counsel Jeff Slothower addressed the Board regarding the change in the laws regarding collection of delinquent accounts. Lengthy discussion followed.
Urban Eberhart presented updated information on the Integrated Plan.
Moving to New Business Ken Hasbrouck presented a draft KRD Water Measurement Policy for review and discussion. Lengthy discussion followed with the consensus Legal Counsel prepare a resolution based on recommendation. The revised KRD Water Measurement Policy will be presented at the September, 2014 meeting.
Ken Hasbrouck requested authorization to purchase a new ditch rider truck through state purchasing. Discussion followed with the consensus a new ditch rider truck is purchased.
Moving to Other Business Ken Hasbrouck distributed information regarding required training for public officials.
With a motion from Paul Weaver and seconded by Fred Schnebly the Board moved
to Executive Session at 2:00 p.m. for 30 minutes to discuss Aquavella Water
Rights Adjudication and related issues. The motion passed unanimously. Chairman
Larry Bland announced a 10 minute extension. Larry Bland announced a 15 minute
extension. A motion from Paul Weaver and seconded by Fred Schnebly the Board
returned to Regular Session. The motion passed unanimously.

The Summary Vouchers for July 2014 expenses vouchers #38318 & 38404 & 38423-38440 & 9900483-9900515 in the sum of $323,756.27 were approved with a motion from Ed Wakkuri and seconded by Fred Schnebly. The motion passed unanimously.
The Directors monthly payroll vouchers were presented for signatures and checks distributed accordingly.
All Business having been concluded the meeting adjourned.
