Minutes of Regular Meeting
May 1, 2001

The Board of Directors of the Kittitas Reclamation District met in Regular Session on May 1, 2001. Directors in attendance were Chairman Larry Bland, Vice Chairman Ed Wakkuri, Urban Eberhart, Jim Schnebly and Brad Haberman. Also in attendance were Janeice Jump, Paul Harrell, Ben George, Rusty Gigstead, Jack Carpenter, Barbara Pettit and Legal Counsel John Gilreath.

The agenda was approved as presented with the addition of Executive Session.

The minutes of the April 10, 2001 meeting were approved by a motion from Ed Wakkuri and seconded by Brad Haberman. The motion passed unanimously.

Moving to water update, Mr. Carpenter apprised the Board the Bureau of Reclamation estimates no reduction in allotment percentage to the Districts based on the latest weather patterns. Mr. Carpenter apprised the Board the next TWSA meeting is scheduled for May 7, 2001. Mr. Carpenter apprised the Board most of the KRD system is primed with natural runoff proportion water. Mr. Carpenter presented an update on the USBR repayment agreement for Lake Keechelus and Lake Kachees explaining monitoring and investigation will continue on Lake Kachees.

Mr. Carpenter apprised the Board he is continuing work on the Taneum Creek water rights purchased by the Bureau of Reclamation and will be meeting with affected landowners.

Moving to Kittitas County Water Purveyors update Mr. Carpenter presented information on KCWP grants and activities explaining the BPA grant is due May 27th. Mr. Carpenter presented information on funding available through Cal-Poly University to assist irrigation districts with operation managements to do efficiency studies, reservoir locations, piping and other areas. Carol Ready will be presenting a TMDL talk at the Water Summit on May 23rd in Yakima. Mr. Carpenter explained Roger Satnik and Carol Ready continue to do the water quality sampling on a scheduled basis.

Moving to O & M Update Rusty Gigstead presented updated information on the Chain Hoist explaining he has been in contact with several companies in the Northwest explaining prices range from $30,000.00 - $40,000.00. Mr. Gigstead further explained he found a used crane with a new hoist with new hoist warranties from P&H Morris Material Handling at a cost of $22,638.00. Mr. Carpenter apprised the Board the current equipment is not sufficient. Discussion followed with a motion from Urban Eberhart and seconded by Ed Wakkuri approved the purchase of the used crane and hoist in the sum of $22,638.00 with the stipulation funds would come from the current budget from cuts or savings in other areas.

Urban Eberhart presented a Tri-County Water Resource Agency update explaining he participated in a Steering Committee meeting and the planning process is continuing.

Moving to New Business Mr. Carpenter presented a list of equipment and office furniture to declare surplus and be consigned to the Kittitas County Surplus Auction scheduled for June 9th. A motion from Ed Wakkuri and seconded by Brad Haberman declared the equipment and office furniture surplus and authorized consignment to the Kittitas County Surplus Auction. The motion passed unanimously.

Mr. Carpenter presented the Lewis and Judy Palmer Crossing Permit Sec. 14 Twn. 19 Rng. 16 and the Ellensburg Telephone Crossing Permit Sec. 13 Twn.19 Rng. 20. A motion from Jim Schnebly and seconded by Ed Wakkuri approved the Crossing Permits as presented. The motion passed unanimously.

Mr. Carpenter presented the Ron Mitchell Turnout request Sec. 16 Twn.18 Rng.19. A motion from Urban Eberhart and seconded by Brad Haberman approved the Ron Mitchell Turnout request as presented. The motion passed unanimously.

Mr. Carpenter presented a draft Puget Sound Energy Master Crossing Agreement for a buried natural gas pipeline that will be crossing KRD canal at various locations for review. A final Agreement will be presented at a later date.

Moving to Other Business Legal Counsel presented a Legislative Update on House Bill 5910 and Senate Bill 1832.

The Board adjourned to Executive Session at 1:58 p.m. for 30 minutes to discuss legal and personnel issues with a motion from Urban Eberhart and seconded by Brad Haberman. The motion passed unanimously. The Board returned to Regular Session at 2:28 p.m. with a motion from Urban Eberhart and seconded by Jim Schnebly. The motion passed unanimously.

The Summary Vouchers for March, 2001 expenses Vouchers #19165 –19323 & 19326 in the sum of $188,499.74 were presented for approval. A motion from Ed Wakkuri and seconded by Jim Schnebly approved the Summary Vouchers as presented.

The Directors monthly payroll vouchers were presented for signatures and checks distributed accordingly.
