Minutes of Regular Meeting
October 1, 2013

The Board of Directors of the Kittitas Reclamation District met in Regular Session October 1, 2013. Directors in attendance were Chairman Paul Weaver, Vice Chairman Larry Bland, Fred Schnebly, Urban Eberhart and Ed Wakkuri. Also in attendance were Barbara Pettit, Ken Hasbrouck, Kevin Eslinger, Keli Bender and Legal Counsel Jeff Slothower.

The Agenda was approved as presented with the addition of Executive Session with a motion from Ed Wakkuri and seconded by Fred Schnebly. The motion passed unanimously.

The minutes of the September 3, 2013 meeting were approved as corrected with a motion from Ed Wakkuri and seconded by Fred Schnebly. The motion passed unanimously.

Ken Hasbrouck apprised the Board that the reservoir status report indicates precipitation is 109% of average with inflows 780% of normal. Ken Hasbrouck presented the proposed schedule for water shut off explaining with the low water demand and increased maintenance his recommendation is to shut off water October 11, 2013. Lengthy discussion followed with a motion from Larry Bland and seconded by Ed Wakkuri setting the water shut off date for October 11, 2013. The motion passed unanimously.

Kevin Eslinger presented a maintenance update explaining heavy winds on September 29, 2013 caused lateral NB 35.1 to fill with hay blown from the neighboring field and a tree was blown down in Whipple and the Turbine Ditches. KRD crews and equipment are working to clear the laterals as soon as possible. Kevin Eslinger explained a contractor is schedule for under water repairs on Easton Dam trash screens. Kevin Eslinger continued explaining KRD crews are assisting with the 13.8 Project as much as possible and a meeting with maintenance staff is scheduled to prioritize the project list.

Moving to KCWP Paul Weaver presented updated information from the KCWP Board meeting.

Legal Counsel Jeff Slothower apprised the Board the legal process continues on the account meeting the foreclosure criteria. Legal Counsel Jeff Slothower continued explaining there are KRD assessed properties listed on the Kittitas County Tax foreclosure.

Urban Eberhart presented updated information on the Integrated Plan.

Ken Hasbrouck presented updated information on the SB 13.8 project.
Ken Hasbrouck apprised the Board the KRD records were examined by State Archives and found to be of no archival value and will be scheduled for destruction by an authorized shredding company. Discussion followed with the consensus the records be shredded.

Moving to New Business Ken Hasbrouck distributed petition of nomination to Ed Wakkuri and Urban explaining the completed petition with required signatures must be submitted no later than 5 p.m. November 4, 2013.

Moving to Other Business Barbara Pettit apprised the Board the 2011-2012 audits is scheduled to begin on October 14, 2013.

With a motion from Larry Bland and seconded by Ed Wakkuri the Board moved to Executive Session at 10:42 a.m. for 15 minutes to discuss Water Rights and potential litigation. The motion passed unanimously. The Board returned to Regular Session at 10:57 a.m. with a motion from Ed Wakkuri and seconded by Fred Schnebly. The motion passed unanimously.

The Summary Vouchers for August, 2013 expenses vouchers #37444-37534 & 9900338-9900346 in the sum of $301,493.40 were approved with a motion from Ed Wakkuri and seconded by Larry Bland. The motion passed unanimously.

The Directors monthly payroll vouchers were presented for signatures and checks distributed accordingly.

All Business having been concluded the meeting adjourned.
