Minutes of Regular Meeting
January 6, 2015
The Board of Directors of the Kittitas Reclamation District met in Regular Session January 6, 2015. Directors in attendance were Chairman Larry Bland, Vice Chairman Ed Wakkuri, Fred Schnebly, Urban Eberhart and Paul Weaver. Also in attendance were Kevin Eslinger, Barbara Pettit, Ken Hasbrouck, Keli Bender, and Janeice Jump.
The Agenda was approved as presented with the addition of Executive Session with a motion from Paul Weaver and seconded by Fred Schnebly. The motion passed unanimously.
Director Fred Schnebly executed his Oath of Office.
Ken Hasbrouck was appointed Secretary-Manager for 2015 with a motion from Fred Schnebly and seconded by Paul Weaver. The motion passed unanimously.
Jeff Slothower was appointed Legal Counsel for 2015 with a motion from Fred Schnebly and seconded by Paul Weaver. The motion passed unanimously
This being the time for the reorganization of the Board a motion from Paul Weaver and seconded by Urban Eberhart approved the nomination of Ed Wakkuri, Chairman and Fred Schnebly Vice Chairman. The motion passed unanimously.
The minutes of the December 2, 2014 and December 16, 2014 meetings were approved with a motion from Fred Schnebly and seconded by Larry Bland. The motion passed unanimously.
Ken Hasbrouck distributed a system status report and apprised the Board the reservoirs are reading above average.
Kevin Eslinger apprised the Board the maintenance and ditchriders are on winter layoff until called back for spring work. Kevin continued explaining there is additional funding being made available to make needed adjustments on the SB 13.8 Project.
Roger Satnik apprised the Board water samples were taken yesterday to document the water quality during the high flow event.
Moving to delinquent accounts Ken Hasbrouck apprised the Board the foreclosure process is continuing on those accounts meeting the criteria.
Urban Eberhart presented updated information on the Integrated Plan.
Urban Eberhart requested approval to attend the Family Farm Alliance Annual Meeting on February 19-20, 2015 in Las Vegas. A motion from Paul Weaver and second by Larry Bland approved Urban Eberhart attending the Family Farm Alliance Annual Meeting in Las Vegas on February 19-20, 2015. The motion passed unanimously.
Moving to New Business the first half USBR O & M payment of $165,500.00 was approved with a motion from Paul Weaver and seconded by Fred Schnebly. The motion passed unanimously.
The 2015 WSWRA member dues in the sum of $26,650.03 were approved with a motion from Urban Eberhart and seconded by Paul Weaver. The motion passed unanimously.
A Certificate of Records Destruction for 2004 was presented for approval. A motion from Paul Weaver and seconded by Fred Schnebly approved the Certificate of Records Destruction as presented. The motion passed unanimously.
Barbara Pettit presented the 2015 USBR Overhead-Indirect Percentage for review and discussion.
With a motion from Paul Weaver and seconded by Larry Bland the Board moved
to Executive Session at 1:35 p.m. for 15 minutes to discuss pending Aquavella
Water Rights Adjudication and matters related to water rights. The motion passed
unanimously. The Board returned to Regular Session at 1:50 p.m. with a motion
from Paul Weaver and seconded by Larry Bland. The motion passed unanimously.

The Summary Vouchers for November, 2014 expenses vouchers #38347-38442 38447-38449 & 388767-38772 & 38779-38833 & 38834-38851 & 9900597-9900616 in the sum of $376,536.19 were approved with a motion from Larry Bland and seconded by Paul Weaver. The motion passed unanimously.
A motion from Paul Weaver and seconded by Fred Schnebly approved a payment of $4,163.46 to the Family Farm Alliance based on $.07 per acre. The motion passed unanimously.
The Directors monthly payroll vouchers were presented for signatures and checks distributed accordingly.
All Business having been concluded the meeting adjourned.
